This is Our City Bemidji is made up of a team of local individuals and organizations working with the City of Bemidji on its Comprehensive Plan Update. Our collaborative group efforts are led by a core team of individuals, including Naomi Carlson, Community Development Planner for the Headwaters Regional Development Commission; Dr. Anna Carlson, Director of Bemidji State University's Center for Empowered Communities; and Jamin Carlson, Planning Director for the City of Bemidji.
